Actually the current thinking is to have non-racial dropsuits for the first couple of progression tiers.
The suggested system (and this part of it I actually rather like) goes something like this:
Frame size (light, medium, heavy) ---> frame specialization (assault, logistics) ---> racial frame specialization (Amarr logi, Minmatar logi, etc) ---> racial sub-specialization (these are completely new and will further accentuate one of a suits strengths, things like a dedicated demolitions Minmatar logi that can't rep for crap).
Although I suspect there will still be starter or rookie prefit versions of the non-racial basic frames. |

Rookie v rookie, Amarr would rip a new hole in all the others (charged shot FTW) The idea is that they aren't intended to be anywhere near optimal, they are functional at the very bare minimum. They exist solely to provide an analog to Rookie Ships for Legion (at least as proposed). @Ryder I'd be interested in seeing an Isis-like layout for what you are describing, maybe if a friendly Dev sees this they might pass that desire along and we could possibly see a more detailed Dev Blog on what they are thinking specifically.
